What is Cap and Trade?

I keep hearing on the news and radio talk shows about Obama's Cap and Trade and how it will destroy the oil and gas industry here. Can someone explain to me what is Cap and Trade and how it will effect the oil and gas industry here? Please explain so I, an everyday person, not affiliated with government or politics can understand. When I read on the internet, i still don't know what they are talking about.

    " What technology is needed to measure and calculate the emissions of every energy producing entity? Are we really capable of handling this? On a lighter note I read about how much a cow emits which makes me wonder how they are going to measure,calculate, and trade that. "

    You see GE's CEO is a advisor to Obama and GE has a large investment in WIND TURBINE energy which can't compete with conventional energy!!! Obama is going to TAX everyone and give the money to GE so they can prosper at taxpayer's expense!!! It's sort of like when Obama saved GM & Chrysler!!! You see the unions help elect Obama so Obama paid them back by bailing out the automakers and WE are now SUBSIDIZING the HIGH union wages for these companies that were too-big-to-fail!!! "

    " Basically it is intended to cap carbon emitting industries to a certain level and allow those industries who do emit carbon to trade "carbon credits" with green industries who are carbon neutral or reduce carbon emissions.

The business doing the selling does not get the money however, the GOVERNMENT does. In simple terms, it is a TAX on any use of gas, oil, coal, or any other fuel of any kind, at every level. It will increase the cost of every single thing you buy at the store, as well as electricity and gas. "
