Porn suspect a deputy

An Iberia Parish Sheriff’s Office sergeant was arrested Tuesday after authorities reportedly discovered child pornography on his home computer.

Sgt. Keith Koen of New Iberia resigned his post in the support services division of the Sheriff’s Office after his arrest. He posted a $25,000 bond and was released Tuesday afternoon from the Iberia Parish Jail.

Koen’s arrest marks the fourth of an active Sheriff’s Office deputy in the past year and the second in the past three weeks. Iberia Parish Sheriff Louis Ackal said he was surprised and disheartened to learn Tuesday of the Louisiana State Police investigation into Koen’s alleged criminal activity.

“I’m not going to whitewash it or sweep it under the rug,” Ackal said of the arrests within the department. “There’s no preferential treatment.”

Koen has an unpublished telephone number and could not be reached for comment.

State Police notified the Sheriff’s Office early Tuesday of its plans to search Koen’s residence on Texaco Street. Trooper Stephen Hammons, a State Police spokesman, declined to say what prompted the search or how long Koen was under investigation.

Local deputies assisted in executing the search warrant, and authorities reportedly found images containing juvenile pornography on Koen’s personal computer. Hammons said Koen was not on duty at the time of the search, but it was not clear where the officer was arrested.

No additional arrests are expected, Hammons said, but authorities are continuing their investigation into Koen’s computer. If convicted as charged, Koen, 41, faces up to 10 years in prison — a minimum of two years at hard labor — and fines of up to $10,000.

Before joining the Sheriff’s Office in July 2008, Koen had a lengthy — and at times controversial — tenure with the New Iberia Police Department.

Koen made headlines in 1992 after he was arrested and fired from the department amid racially charged allegations he beat a juvenile during an arrest. He was later acquitted of the charge in district court, re-instated to the force and awarded back pay.

A year later, Koen again was cleared of wrongdoing after he euthanized a dying dog that had been struck by a car, crushing its skull with his nightstick. An internal police review board found Koen had not violated any department policy because there was none in place.

Koen’s arrest Tuesday came on the heels of a separate State Police investigation last month in which Deputy Keisha Gardner was terminated from the department after she was charged in an alleged doctor shopping scheme in Youngsville.

Her husband, former Iberia Parish Sheriff’s Office lieutenant Stephen Gardner, is jailed in Lafayette on nine counts of fraud in connection with that investigation.

Next month, former Deputy Casey R. Broussard is to be sentenced on charges of malfeasance in office. Broussard, who worked in the Iberia Parish Jail, faces up to five years in prison after pleading guilty to smuggling contraband to inmates.

Former narcotics officer Jerrel A. Tauzin, meanwhile, is awaiting trial on a long list of burglary, malfeasance and drug charges. He is accused of breaking into several residences in New Iberia and around Acadiana.

“Our people are no more above the law than John Q. Citizen,” Ackal said.

POST MUGSHOT ON IPSO WEBSITE wrote on Oct 17, 2009 11:24 PM:

    " Dear Sheriff Louis Ackal,
I believe you have this forum monitored, so could you please post the mugshot of the accused child predator, IPSO Sgt. Keith Koen, Texaco Street, on your official Iberia Parish Sheriff's Office Website? Parents need to have fast, easy access to his mugshot to ascertain if this man had ever been anywhere near their kids. Posting his picture on your official website would allow for fast easy access to determine this. "

" I see the sarcasm, but eventually they will be right to say this is the last on in the IPSO, or at least I hope or we will run out of cops to protect and serve us. Oh well, I do not rely on anyone to protect and/or serve me, I protect myself and that is what I recommend the rest or the law abiding citizens to do. "

" Bill, Bill, Bill...You should know by now there is only one bad apple in the IPSO. Every time one of these IPSO deputies is arrested, the propaganda cops tells us that there is "just this one bad apple and the rest of the IPSO deputies are great on job." Bill, Bill, Bill...why don't you believe what you are told to believe by the propaganda cops and stop stirring the pot??? Are you just hardheaded or just too smart for your own good? "

" Putting a mugshot in the newspaper for one day is not enough. Most people with young children have very busy lives. They may not get newspaper, or have time to read the newspaper everyday if they do get it, then it gets thrown away. Having an accused child predator deputy in their neighborhood is such a serious situation that a mugshot on the internet would serve to help protect and inform the public much better. This should be common sense to Sheriff whose duty is to protect and serve public first, deputy second. "

How do you know that this is not an isolated incident? What information have you read that would lead you to believe that this has been going on for years? Get it straight before you go and open your mouth!!!!! There has been no reports of others being investigated. If there would have been evidence of that I don't believe the LSP would have stopped at just Koen. "

We still have a great group of men and women at that department who are doing a great job!! You can't blame IPSO or Louis for Koen's personal activities at home. If he is convicted, he will be punished. If he's found not guilty will you be as quick to apologize to Louis and his deputies!!! I think not!! Just sounds like a bunch of school kids to me!! Great work IPSO!!!!! "

" So, I tried to send a comment yesterday and DI would NOT print it. Why was Koen and Tauzi allowed to resign their post with the sheriff department but, Jarret Provost & Casey Broussard were fired then booked? I guess it waqs because they were NOT big campaign supporters of Ackal? I would hate to think RACE played a part in the decision? By the way, when mentioning the deputies booked under the Ackal administration, Jarret Provost was left out! Does this mean the charges have been dismissed? He did allow an inmate to_drive_a_department_Vehicle_didn't_he? "

" I don't think we sit back and judge and think that all cops are criminals. It is just really hard to believe that IPSO deputies did not have a clue as to Koen's problem over the last few years. It seems that your blue honor code trumps any crime. You will never report a fellow deputy. The state and feds have to come down on the situation before someone reacts.

All deputies who knew of Koen's problem and failed to report it should turn in their badge by close of business today. "

And quit suggesting that all deputies are bad. I bet if you were in trouble you would call 911 in a flash. "

MUGSHOT sweep under rug by IPSO wrote on Oct 14, 2009 7:28 PM:

" Why has the IPSO swept Keith Koen's mugshot under the rug by hiding it from the general public? The public needs to see this picture to be sure he wasn't around their children. How can there be any further invetigation when the public is kept in the dark without a mugshot! The poor people living on Texaco St, Guadalajara St., Saltilla St., Santa Inez St., etc have a RIGHT to see Koen's mugshot to be sure he didn't do anything to there children in the 15+ years he lived on Texaco St. "

That department vehicle belongs to the people of the parish so the victim in the case is the parish citizens (i.e. John Q. Citizen) When will charges be pressed in this case? After all, other department officers were sent out on the street to recover the rented out department vehicle. I suggest the DI investigate this TOO!!!!! Why was he allowed to_just_resign? "
