Why Are You Smokers Such Litterbugs?

Smokers are litterbugs with their filthy cigarette butts. You see them all the time flicking them out of their car windows. Why don't they get fined? It would be easy to catch them if the police really tried. A few fines would cure the habit. Those of you who smoke and litter need to grow up and take responsibility for your carelessness.

My suggestion would be to place a "litter" tax on cigarettes to pay for picking up the butts smokers so casually toss everywhere.
