I know many, many troopers who never took a promotional exam. That's the way it was back then. It has nothing to do with anyone's experience. How can you question Louis Ackal's experience when it's a matter of record. The people who have known him for many years, know what he's been doing.

Can you please explain what you meant when you said, "power brokering has resulted in disasters outside the State Police when these political players enter local police organizations and destroy their integrity".
